A review of TWC’s engineering services department. The work covered NEC contracts, Highways and other contract reviews and assessments for implications as well as HR, staffing, structure, salary reviews and recruitment solutions.
Desk research and a programme of interviews with staff at all levels and other stakeholders was key to the delivery of this review. Working with managers, we researched and compared benchmarked data and knowledge from comparable contracts operated by other councils, e.g. Peterborough and Chester & Cheshire West.
We explored the skills of post holders, organisational structure and staffing gaps. We delivered a risk assessment workshop, emerging findings, draft and final reports.
One of the financial outcomes of this review enabled an annual cost saving for TWC of £370,000 (confirmed by our client officer) whilst building and maintaining an enhanced service.
We subsequently worked with the Estates and Investment team to identify and analyse the operational workloads arising from the Land Deal, Business Innovation and other investment and development initiatives.
