One of our investigators was asked to undertake an investigation when a developer alleged that the decision to refuse his planning application had been influenced by a councillor’s friendship with a neighbour of the development site.
An Investigation Into an Alleged Personal and Prejudicial Interest
In this case, a local organisation had strongly opposed a planning application. A member of the organisation concerned was also a councillor who sat on the Planning Committee which had refused the application. A complaint was received that the councillor should have declared a personal and prejudicial interest in the application and should not have been involved in the decision to refuse consent.

A councillor allegedly made comments which were reported in a newspaper, describing a local facility in a particularly unfavourable light. An investigation took place into the complaint subsequently received by this District Council’s Monitoring Officer about the reported statements.
Investigations Into the Alleged Interests of Two Councillors
Two similar complaints were investigated involving two members of a District Council who belonged to a local village organisation which hired facilities for use each week as a day centre. The authority had been considering the possible closure of the day centre and the two councillors had been involved in the decision making process.
