The Education and Skills Funding Agency (ESFA) is an executive agency of the UK government. The ESFA requires adult education and employer-providers of apprenticeship training and employment to demonstrate annually that they have put in place appropriate arrangements, systems and controls to manage and control any subcontractors who are involved in the provision of apprenticeships.
This could apply, for example, where an education provider has employed subcontractors to supply the relevant training for their apprentices.
In order to demonstrate and provide assurance to the ESFA of their compliance, providers must appoint an independent auditor to carry out an annual review of the end-to-end subcontracting systems and controls used.
The independent auditor will prepare:
- A competent suitable assurance report, and ...
- A signed assurance certificate.
... as evidence that the provider has complied with the requirements.
