In many cases it is not appropriate for Monitoring Officers or their colleagues to investigate complaints and allegations against their own authority’s councillors or they do not have the time or available in-house resources.

A Brief Company History Snapshot: How Austin Hall (Management Consultants) Was Merged into Touchstone Renard
Austin Hall (Management Consultants) Limited was founded by Phil Austin in 1990. Supported by his office manager and a team of experienced consultants, Phil developed the business to offer a range of services to public and private sector clients throughout the 1990s.
When the great library of Alexandria burned, the story goes, one book was saved. But it was not a valuable book; and so a poor man, who could read a little, bought it for a few coppers. The book wasn't very interesting, but between its pages there was something very interesting indeed. It was a thin strip of vellum on which was written the secret of the "Touchstone"!
