A review of trespasser management on the railway in working towards a more comprehensive safety management system for the network.
Background
Railway trespassing is a growing issue of concern affecting railway safety and effective management of rail operations to published timetables in all countries that operate a railway.
A railway company, based outside Europe, with a long established national network in its home country, became particularly concerned about the problem of trespasser management on its network and commissioned Touchstone Renard to review the situation.
Touchstone Renard's Role
Our role was to carry out a comprehensive review and to report back on a range of matters relating to trespasser management. The work involved:
- Extensive and detailed research of specific strategies and activities in a wide range of railways across Europe - and others outside Europe where there was benefit.
- Research of any relevant existing or planned directives and the regulatory frameworks that exist.
- Review of key study documents from the European Commission, European Rail Agency, European Rail operators and others.
In undertaking the assignment, Touchstone Renard took a pragmatic approach and accessed relevant and available information from numerous sources, including details gathered through their IMCN (Independent
Management Consultancies Network) partner consultancies across Europe. The expertise and experience of Touchstone Renard's consultants who have been contributors to the United Kingdom and European rail markets over the last forty years was also relied upon.
In addition to sources in the USA, Canada, and Australia, a range of European organisations (including the UK) provided Touchstone Renard with information on how they deal with the challenge of trespassers on the railway.
Following extensive research, Touchstone Renard produced a comprehensive report for our Client that drew together all the findings on the nature and effect of trespassing and efforts to manage the situation throughout Europe and other countries worldwide.
Touchstone Renard's client is currently considering our findings and recommendations before deciding on the action to be taken on, whilst discussing other potential commissions with us.
